While I held Piper and one of his toys, a little drum with a bell inside, he positioned his head atop the toy, then proceeded to rub his own head and neck. His head fit perfectly on the top of the drum, as if it had been made for this purpose as opposed to being an enrichment toy for birds.
Someone was ingenious, either the drum manufacturer or Piper, to figure out this dual use. My money is on Piper. And his head is on the toy.
